Paul begins his argument that all men are sinners by first showing that all Gentiles are sinners. Though the Gentiles have not had the Word of God (which the Jews did have) they nevertheless have sufficient revelation in God's creation to be held accountable before God. They have turned against God seeking gods of their own making and so God has given them over to yet more sin. Therefore the Gentiles are now worthy of death and condemnation.
