In order to lay the groundwork for his discussion of the guilt of the Jews, Paul explains the
principles of justice which God will use in judging the world. (The principles by
which God judges will be the same for all men - Jews and Gentiles alike) (Romans 2:1-16)

The First Principle: God will judge men according to what they
have done - according to their works. (Romans 2:1-11)

The Second Principle: God will judge men according to the light (i.e., Knowledge) they
have possessed - according to the revelation of God’s Law that they have lived
under. (Romans
